TODAY'S FOCUS


Defense Support of Civil Authorities Course

What is it? United States Army North conducts the strategic-level Defense
Support of Civil Authorities course, which attracts military and civilian
attendees from across the United States. The course focuses on how
Department of Defense forces may support civil authorities in response to a
natural or manmade disaster. The command developed the course at the
direction of U.S. Northern Command, the unified command responsible for
homeland defense, civil support and theater security cooperation with Canada
and Mexico. 

What has the Army done? Army North conducts approximately 12 courses per
year throughout the United States. The three-phase course includes a
distance learning course as a general overview and a one-week interactive
classroom session focusing on intergovernmental and interagency response.
The third phase provides regular updates on new developments in policy,
strategy and doctrine related to homeland defense, homeland security and
emergency preparedness so alumni can remain current. Army North has
established a Web site, <http://www.usarnorth.org/>  to provide course
information and resources to those interested in defense support of civil
authorities.

What efforts does the Army plan to continue in the future? Army North is
working with the Department of Homeland Security and the Federal Emergency
Management Agency to create a similar course geared toward the interagency
audience. The first course will be held at the Emergency Management
Institute in Emmitsburg, Md., next spring.

Why is this important to the Army? Army North is working to improve
understanding of the military's role in defense support of civil
authorities. The command will continue to build stronger relationships with
the civilian agencies that lead disaster response in the United States.
