Recruiter Incentive Pay (RIP) Pilot Program
What is it? The purpose of the Recruiter Incentive Pay (RIP) Pilot Program
is to increase volume and quality of enlistments and officer accessions into
the U.S. Army by sustained overproduction of the recruiting force.
Section 681, National Defense Authorization Act 2006 authorizes the
Secretary of Army to develop and provide incentives (in addition to any
other incentives authorized by law) for the recruitment of individuals as
officers and enlisted members of the Armed Forces.
What has the Army done? The Enlisted Accessions Division (HQDA, G-1), U.S.
Army Accessions Command, U.S. Army Recruiting Command (USAREC), and the Army
National Guard (ARNG) have developed an Army pilot program that will enhance
military recruiting by sustaining the standards outlined below. The base
standard for the enlisted accession program is the component's command
required write rate (RWR)(the number of contracts to be signed per month)
for USAREC or the ARNG.
The base standard for the officer accession program is established by USAREC
or ARNG, based on the component's required officer accession mission. By
exceeding the accession mission, the program accounts for USAREC's and
ARNG's Future Soldier losses and Officer Basic Course attrition.
What continued efforts does the Army have planned for the future? Eligible
recruiters will receive an incentive pay for exceeding their component's
RWR. By exceeding the RWR, the program will account for USAREC's and ARNG's
Future Soldier losses and initial entry training attrition. To be eligible
for the incentive pay under this program, the recruiter must be a uniformed
servicemember in the position of First Sergeant, ARNG Recruiting and
Retention Area Sergeant, limited production station commander, on-production
station commander, or on-production recruiter. Each component will determine
the RWR and monetary value based on available funds and needs of their
Service.
To be eligible for the officer accession program incentive pay, the
recruiter must be a uniformed servicemember in the position of on-production
special mission recruiter (Army Medical Department or Chaplain),
on-production station commander, or Title 32 Officer Strength Force
Recruiter assigned to an authorized recruiting position. Each component will
determine the annual officer mission, critical needs and monetary value
based on available funds and needs of their service.
