TODAY'S FOCUS
Army Knowledge Online (AKO) / Defense Knowledge Online (DKO)
What is it? AKO is the largest and most mature of all Department of Defense
(DoD) portals; it offers many features and capabilities that are not
available on other portals across DoD and has been identified as the best
portal in DoD. Using a Service-Oriented Architecture (SOA) with AKO as the
foundation, Defense Knowledge Online (DKO) will be established as the Joint
DoD portal, and will be the interface for providing DoD users with the
services needed to accomplish their mission. DKO will consist of a
personalized, user-defined, web-based presentation that allows for secure
access to enterprise services, applications and content. It will provide
warfighters, policy makers, and support personnel with portal capabilities
as well as a platform to launch the Defense Information Systems Agency's
(DISA) Net-Centric Enterprise Services (NCES) and other Service, Agency and
Combatant Command core enterprise services. Once established, DKO will
become DoD's catalyst to achieve its goals of net-centricity, adaptability,
interoperability, and cross-domain information sharing.
What has the Army done? The Army has teamed with DISA, Joint Forces Command
(JFCOM), and other DoD Services, Agencies, and Components to implement a
governance structure lead by a Joint Chief Information Officer (CIO)-level
Board of Directors, which is currently chaired by the Army CIO/G-6. The
subordinate Boards include a Governance Board, Technology Review Board, and
a Resources & Requirements Board. The Army has entered into Memorandums of
Agreement and Inter-Service Support Agreements with DISA and is currently
finalizing these with the other participants. The boards have collected and
prioritized requirements and the Board of Directors has validated the AKO
solution as the agreed upon model for DKO.
What continued efforts does the Army plan to continue in the future? The
Army is working with the other Services, Agencies and Components to develop
the DKO concept of operations as well as their respective migration
strategies to DKO. In addition, the Army is looking to expand DKO
partnerships to include other federal, state, and local government agencies.
The Army CIO/G-6 and DISA, through DKO/DKO-SIPRNET, have already formed
initial agreements with the U.S. Department of State and the Director of
National Intelligence to plan for future access to content, services, and
applications through DKO.
Why is this important to the Army? For the Army, an SOA-enabled DKO will
provide warfighters with an enterprise portal capability that can adapt and
change as quickly as required to outpace battlefield challenges. The
Warfighter needs to be able to access critical knowledge and information
resident in multiple databases, applications and domains. DKO will provide
Warfighters with the ability to access and display information and
knowledge, from multiple data sources, in a Joint environment.
