TODAY'S FOCUS
Establishment of U.S. Army North, Fifth U.S. Army
What is it? U.S. Army North (USARNORTH) conducts Homeland Defense (HLD),
Civil Support (CS) operations, and Theater Security Cooperation activities,
as the Army Service Component Command (ASCC) to U.S. Northern Command
(NORTHCOM). When tasked, USARNORTH commands and controls deployed forces as
a Joint Task Force (JTF) or Joint Force Land Component Command. USARNORTH
maintains the capability of deploying two Operational Command Posts, which
can act as a JTF, when augmented. Each is commanded by a Major General.
What has the Army done? USARNORTH became fully operational on 16 October
2006. It was designated as the ASCC to USNORTHCOM reporting directly to
Headquarters, Department of the Army. USARNORTH exercises administrative
control authority and responsibility and exercises operational control over
Army Forces as delegated by the Commander, USNORTHCOM throughout the
USNORTHCOM area of responsibility.
USARNORTH deployed a Defense Coordinating Officer (DCO) and staff to assist
the National Interagency Fire Center supporting wildland fire fighting
operations in western and northwestern parts of the United States. USARNORTH
committed Department of Defense resources to augment local, tribal, state,
and federal wildland fire fighting capabilities. The DCO and his staff took
direct command and control of all deployed Modular Airborne Firefight
Systems flown by the U.S. Air Force and ground Wildland Fire Fighting
battalions.
In support of the lead federal agency (Secret Service), USARNORTH provided
military support for National Special Security Events and supported events
of national significance such as last year's Super Bowl held in Detroit,
Michigan. USARNORTH provides training, readiness oversight, and
certification of the nation's National Guard Weapons of Mass Destruction -
Civil Support Teams (WMD - CSTs) staffed by members of the Army National
Guard. Civil Support Teams assist state authorities in the event of a WMD
attack on the American homeland.
What continued efforts does the Army have planned for the future? USARNORTH
will provide continued homeland defense support in the USNORTHCOM area of
responsibility as well as continuing training of Civil Support Teams. Upon
request, USARNORTH will provide military support to federal, state, local,
and tribal governments.
Why is this important to the Army? Establishment of U. S. Army North
provides an Army Service Component Command for U.S. Northern Command.
