Muscatatuck Urban Training Center (MUTC)
What is it? Located in Indiana, the Muscatatuck Urban Training Center (MUTC)
is a self-contained training environment. This 974-acre site was turned over
to the Indiana National Guard in July 2005 and has been evolving into a
full-immersion contemporary urban training center.
Units training at MUTC have access to a 180-acre reservoir and urban
infrastructure consisting of 68 major buildings including a school,
hospital, dormitories, light industrial structures, single family dwellings,
a dining facility, and administrative buildings totaling approximately
850,000 square feet of floor space. Additionally, the training area includes
an extensive underground utility tunnel system and over nine miles of roads
and streets. The training buildings are concentrated in a tight geographical
area to simulate urban density.
MUTC is a consortium of governmental, public, and private entities that are
pooling their unique capabilities in order to provide the most realistic
training experience possible. Training can be tailored to replicate both
foreign and domestic scenarios and can be used by various civilian and
military organizations.
In its first year of operation, the facilities at MUTC were used by over
19,000 trainees from military, government, and private agencies. This
included National Guard troops, firefighters, police officers, and other
first responders. Training is used in two ways: to help prepare Soldiers to
fight in foreign cities and to help prepare Soldiers and others to deal with
the aftermath of attacks on U.S. cities.
What has the Army done? Over 13,000 Army National Guard and United States
Army Reserve Soldiers have been trained at MUTC. The Army National Guard
trained at the site during the exportable Training Capability Exercise in
July 2006. The Army has provided sustainment funds for FY 07 and FY 08 and
begun the process of establishing the site as a recurring Army requirement.
What continued efforts does the Army have planned for the future? MUTC is
continually expanding training capabilities for future needs. By 2008, the
MUTC will train an estimated 40,000 troops at the urban warfare practice
facility each year.
Indiana's urban warfare practice grounds will receive a major upgrade over
the FY 08-13 POM, with $100 million in MILCON, Operations and Maintenance,
and Pay and Allowances. Gradually the MUTC will migrate from small exercises
