Active Component / Reserve Component Rebalance
What is it? The active component/reserve component (AC/RC) rebalance
initiative is an incremental process that has evolved over time to hasten
the transformation of a post cold war Army into a force capable of
efficiently and effectively addressing the war fighting requirements of the
new strategic environment. The major efforts supporting this initiative are
an increase in capabilities to relieve stress on High Demand / Low Density
(HD/LD) units; the rebalance of capabilities across the Army to eliminate
demand for RC units during the initial phase of an operational deployment;
and force management decisions to improve readiness and unit deployment
availability. With the increased emphasis by the Secretary of Defense to
reduce the impact on RC structure, the direction given by the Chief of
Staff, Army in the Focus Areas and modular force transformation initiatives,
and the impact of recent operational demands on force management processes,
AC/RC rebalance has become an integral part of force management in aligning
resources across the Active duty, Army National Guard (ARNG) and U.S. Army
Reserve. The Army is also addressing the imbalance of its key force
multiplier capabilities by creating a balanced AC/RC structure in
organizations that deploy and sustain the force. This includes the ability
to expand certain activities through commercial contracting to ease over
reliance on RC assets, provide surge ability for contingency operations, and
maintain routine peacetime operations at strategic nodes and Power
Generation Platforms.
What has the Army done? The Army began addressing AC/RC balance in Program
Objective Memorandum (POM) 2004-2009 with adjustments of approximately
25,000 to restructure the force in a post September 11, 2001 security
posture (Phase 1). Following the Secretary of Defense guidance in July 2003,
the Army rebalanced almost 10,000 of structure to reduce RC mobilization and
eliminate demand for RC units in the initial phase of deployment Continue
