<b>What is it?</b> <br>
<br>
The 2008 Army Modernization Strategy is all-new, aligned with the Army Posture Statement and informed by the new FM 3-0 Operations. It supports the Army Imperatives designed to rebalance the Army by the year 2011, and dominate in persistent conflict while preparing for the future. It describes the ends, ways and means through which we will enhance the Modular Force, reset the rotational force and sustain required equipping readiness levels. It informs Congress and senior Department of Defense officials on the Armys four elements of modernization the specific ways in which Army equipping and modernization efforts support both rebalancing the force and integrating the capabilities necessary to dominate across the full-spectrum of conflict. It outlines major materiel programs modernization and advancements in doctrine, organizations, training, materiel, leadership and education, personnel and facilities. <br>
<br>
<b>Why is it important to the Army?</b> <br>
<br>
The end state up front is: Soldiers equipped with the best equipment available, making the Army the most dominant land power in the world, with full-spectrum capabilities. We view transformation supported by modernization as a continuous evolution of critical warfighting capabilities over time, from the current operational Army to the future Modular Force needed to remain dominant in an era of persistent conflict. <br>
<br>
<b>What has the Army done?</b> <br>
<br>
This strategy helps ensure the Army continues to be equipped with capabilities that guarantee its stature as the preeminent land combat force in the world. To do this, we concentrate equipping and modernization efforts on two mutually supporting ends: restoring balance and achieving full-spectrum dominance by methodically delivering critically needed capabilities through the following ways:<br>

<b>Rapidly field the best equipment</b> to the current force<br>
<br>
<b>Upgrade and modernize existing systems</b> within modular formations to ensure all Soldiers have the equipment they need<br>
<br>
<b>Incorporate new technologies derived from Future Combat Systems (FCS)</b> research and development as they become available<br>
<br>
<b>Field Future Combat Systems</b> Brigade Combat Teams<br>
<br>
<b>What continuing efforts does the Army have planned for the future?</b> <br>
<br>
We continue to analyze strategic requirements and adjust force structure to provide capabilities needed to win consistently in an era of persistent conflict. While maintaining mission focus on preparing forces and building equipping readiness for operations in Iraq and Afghanistan, we must remain ready to provide the combatant commanders with the capabilities needed for full-spectrum operations worldwide both now and in the future. <br>
