<H2>TODAY'S FOCUS</H2>
<P><B>United States Army North Reaches 1 Year Full Operational
Capability</B><BR><BR><B>What is it?</B> Since reaching full operational
capability in October 2006, United States Army North has been developing plans,
participating in exercises, and conducting partnership activities with the
armies of Canada and Mexico as part of its homeland defense, civil support and
theater security cooperation missions. On order, Army North may also command and
control deployed forces as a joint task force or a joint force land component
command. <BR><BR><B>What has the Army done?</B> Elements of Army North train in
numerous exercises to remain Strong in Support of civil authorities, become
Stronger for Peace and homeland defense, and maintain Strength through
Partnership with the armies of Canada and Mexico. Army North’s 10 Defense
Coordinating Elements, each led by a Defense Coordinating Officer, work daily
with the regional Federal Emergency Management Agency offices to plan and
prepare civil support operations. The command also trains National Guard Weapons
of Mass Destruction Civil Support Teams, who are state first responders to
assess CBRNE incidents, which are those requiring chemical, biological,
radiological, nuclear or high-yield explosive response. <BR><BR><B>What efforts
does the Army plan to continue in the future?</B> Army North has developed a
long-term strategy to achieve its vision as the “go-to” headquarters to lead,
coordinate and support DOD land domain operations in the Northern Command area
of responsibility. Army North’s six strategic objectives are:<BR><BR>• To
effectively and efficiently coordinate DOD’s timely response in the land
domain<BR>• To further develop, organize and unify the military capability in
the land domain for CBRNE response<BR>• To mature a regionally oriented network
of Defense Coordinating Units<BR>• To develop the capability to fulfill Army
service component command functions to support Army forces deployed in the
USNORTHCOM area of responsibility<BR>• To build effective partnerships with
Canada and Mexico<BR>• To create a highly competent and disciplined workforce
operating daily in a world-class work environment.<BR><BR><B>Why is this
important to the Army?</B> As the Army service component command of U.S.
Northern Command, Army North is an experienced headquarters for homeland defense
and civil support to protect the American people and our way of life. </P>
