<P><B>Army Energy Strategy for Installations</B><BR><BR><B>What is it?</B> The
Army Energy Strategy for Installations was approved by the Secretary of the Army
and Army Chief of Staff on 8 July 2005 as the long-range vision for the Army's
Energy Program for Installations. This Strategy establishes the framework for
how the Army will meet the challenges posed by rising energy prices, potential
energy shortages, aging infrastructure, and a changing global environment while
achieving the Army's mission and objectives. The Strategy sets broad goals for
the Army to manage energy and water resources through 2030. It is founded on
five initiatives:<BR><BR>• Eliminate energy waste in existing facilities,<BR>•
Increase energy efficiency in renovation and new construction,<BR>• Reduce
dependency on fossil fuels,<BR>• Conserve water resources, and<BR>• Improve
energy security.<BR><BR><B>What has the Army done?</B> The Army Energy Strategy
for Installations was developed by the Office of the Assistant Secretary for the
Army for Installations and Environment in coordination with the Army Staff
offices, major Army commands and subordinate commands. In order to implement the
Strategy in an orderly progression of policies, programs and projects, the Army
has developed the Army Energy and Water Campaign Plan for Installations. The
Campaign Plan provides the way ahead for leveraging resources to meet Army
energy and water management goals and achieve the energy conservation mandates
established in the new Energy Policy Act of 2005 that was signed by the
President in August 2005. The Campaign Plan identifies detailed plans, metrics,
milestones and lead agents for executing the Strategy. The Strategy and Campaign

Army plan to continue in the future?</B> The Army will measure progress toward
achieving the goals of the Energy Policy Act of 2005 and the initiatives in the
strategy by the metrics defined in the Army Energy and Water Campaign Plan for
Installations. This progress review will include analysis of the programs and
policies supporting these initiatives and assess the need for changes. Resource
requirements for executing the Army Energy and Water Campaign Plan will be
included in the development of the Army’s Program Objective Memorandum and
updated annually thereafter as funding, projects, and policies are
executed.<BR><BR><B>Why is this important to the Army?</B> The Army Energy
Strategy for Installations and Army Energy and Water Campaign Plan for
Installations are critical for managing the Army's growing demand for energy and
water resources, reducing expenses for purchasing energy and operating our
utility systems, ensuring our compliance with legislation regarding federally
established conservation objectives, and reducing our reliance on fossil fuels.
Investing in energy efficiency, reliability and security will enhance the
effectiveness of our installations and ensure our ability to meet Army mission
