<H2>TODAY'S FOCUS</H2>
<P><FONT SIZE=2><B>Army Barracks Modernization Program</B><BR><BR><B>What is it?</B> The
Army's Barracks Modernization program combines funding from Military
Construction and Operations and Maintenance Army dollars to modernize all
permanent party Army Unaccompanied Personnel Housing (UPH) facilities to the
current Department of Defense standard, which establishes a standard
configuration module of two bedroom/one bath with cooking area/appliances.
Additionally, the complex includes laundry facilities and eliminates the
separate Soldier community building to offset construction costs. This is a
focused program with a cost of $10 billion. This program provides quality
upgraded living space in accordance with current industry standards for the
Army's projected 136,000 Soldiers residing in barracks, thereby improving these
Soldiers' quality of life. Currently, the Army's barracks modernization program
does not include the impacts of Global Defense Posture Realignment (GDPR), Army
Modular Force (AMF) and Base Realignment and Closure (BRAC) which will increase
barracks construction requirements by approximately 24,000 Soldiers.
<BR><BR><B>What has the Army done?</B> With funding through 2007, the Army will
have funded 89 percent of barracks modernization, with the remaining programmed
through 2009. Total costs expended through 2007 are $7.8 billion, with $1.5
billion programmed through 2009. Additionally, the Army training barracks
program encompasses $3.4 billion, of which $1.1 billion is programmed through
2011. Army Reserve barracks modernization program is working to standardize an
Army Operational Readiness Training Complex. This program includes programming
construction at 13 Army Garrisons, for a total of 24 complexes. <BR><BR><B>What
efforts does the Army plan to continue in the future?</B> The Army program to
complete barracks modernization is planned through 2009. In addition, large
numbers of new barracks will be constructed separately under BRAC and various
transformation programs (AMF, GDPR). Army Training and Reserve barracks are also
receiving attention during the Army's modernization program. Army Training
barracks impact 81,000 trainees annually. Programming for modernization began in
2005 and 45 percent of the training barracks are now programmed to be modernized
by 2011. Reserve barracks at three Army garrisons received approximately $70
million of supplemental funding in 2005, and additional funding is being sought
for programming in the out-years. <BR><BR><B>Why is this important to the
Army?</B> Providing a high-quality, safe, and healthy residence is a crucial
commitment the Army has made to its Soldiers. Single Soldiers deserve the same
quality residence that has been provided to married Soldiers over the past few
years. Modern barracks have been shown to significantly increase Soldiers'
morale, therefore, the importance of providing quality and upgraded housing for
single Soldiers is paramount to Army success with all assigned
missions.<BR></FONT></P></DIV>
