<H2>TODAY'S FOCUS</H2>
<P><FONT SIZE=2><B>Personnel Services Delivery Redesign (PSDR)</B><BR><BR><B>What is it?</B>
The Army vision is to streamline personnel support provided through trained
Human Resource professionals working directly for and with commanders and
Soldiers, in peacetime or war. Unit personnel sections at battalions and
brigades will interact directly with Army Human Resources Command and Military
Personnel offices, while in active Federal service, to provide personnel
management and personnel service support. In peacetime, they will work with
their Military Personnel Management Offices at the Joint Force Headquarters --
State. A web-based personnel system is one of the key enablers to ensuring the
success of PSDR. Other requirements include satellite communication, a
Combat-Service-Support Automated Information Systems Interface bridge to the
satellite system, scanners, and Common Access Card readers.<BR><BR><B>What has
the Army done?</B> Significant features of PSDR implementation
include:<BR><BR>*Formed a PSDR working group with National Guard Bureau and
stakeholders from the states.<BR><BR>*The working group mapped personnel tasks
and how they will be performed under PSDR with relevant touch points. This will
eliminate redundancies and multiple levels of approvals, and reduce processing
times. They identified the legacy systems currently used and system
overlaps.<BR><BR>*The Army created three New Organizational Training (NOT) Teams
at the Adjutant General School at Fort Jackson, South Carolina to train all
three components: Regular Army, Army National Guard, and Army Reserve to ensure
this is applied to the total Army. The teams are made up of a mix of all three
components. <BR><BR><B>What continued efforts does the Army plan to continue in
the future?</B> Work continues on implementation, training and the development
of Army National Guard business processes. Synchronization with the Defense
Integrated Military Human Resources Systems (DIMHRS) teams is essential to
identify any gaps in either or both efforts. PSDR will result in inactivation of
ARNG personnel services units and the establishment of AG elements and the S-1
sections. Funds for the system enablers are currently available for 24 brigades
and 124 battalions. The ARNG will implement PSDR first in the units scheduled
for mobilization in the 07-09 rotational cycles. Funding for training of ARNG
soldiers is a concern and alternative methods are being considered.<BR><BR>The
first ARNG Brigade to be trained, the 218th Infantry Brigade (Heavy) from the
SCARNG will start New Organizational Training in September 2006.<BR><BR><B>Why
is this important to the Army?</B> When fully implemented, PSDR will allow for
timely and effective manpower and personnel support for commanders at all
echelons to enhance the readiness and operational capabilities of the total
force and ensure success across the full spectrum of military operations in
peace and in war.<BR><BR></FONT></P></DIV>
